| President: Michael A. Terhorst |
Mr. Terhorst received his undergraduate degree at Southern Illinois University at Carbondale (B.S., Honors, Education 1986), and his law degree at University of the Pacific, McGeorge School of Law (J.D., 1991).
In May 2006, Terhorst and his law partner, Jeffrey Beeson, formed the law firm of Beeson Terhorst LLP. Together, they have over 40 years experience providing successful representation of businesses and individuals in a broad array of civil litigation matters including labor, employment, and business litigation. Prior to forming his own law firm, Mr. Terhorst worked as an attorney for fifteen years in both the public and private sectors.
Mr. Terhorst currently practices in all aspects of employment and labor law, and he has extensive experience counseling employers and individual employees and managers on numerous employment related issues including termination, discipline, severance agreements, drug testing, employee searches, EEOC and DFEH investigations. |
He has also litigated and conducted trials in a variety of employment cases on behalf of employers and employees.
Mr. Terhorst has taught labor law and aviation law as an adjunct professor at Embry Riddle Aeronautical University, and he is a frequent speaker at various industry conferences and seminars on employment matters, including mediations and litigation. He specializes in federal and state anti-discrimination and civil rights laws, tort claims, contract claims, wage and hour laws and California State Personnel Board hearings. Before attending law school, Mr. Terhorst was an Air Traffic Controller in the United States Air Force. Mr. Terhorst is fluent in Spanish.

| Vice President : Jose Borrego |
Jose Borrego was raised as a son of farm workers in California's Central Valley. His family were migrant farm workers for most of his youth and taught him the importance of hard work and being educated as a means of succeeding. His parents emphasized the importance of culture, language, and the arts, to which he has been a devoted student throughout his life.
Mr. Borrego studied Political Science with an emphasis in Chicano Studies at UC Davis and graduated with a Bachelors of Arts in 1993. As an undergraduate he served as President of the Latino Political Rights Group, MECHA, was active in Chicano fellowship programs, and became involved in the arts through the student dance company, |
Danzantes del Alma. He was admitted to McGeorge School of Law and served as Co-President of the Latino Law Students Association on campus. As a law student he worked as an intern under then Assembly Member Bustamante and well as for MALDEF, and Legal Services of North California. He received his Juris Doctorate from McGeorge in 1995. Mr. Borrego went on to study Cultural Anthropology in a Master's Program at CSU Sacramento. Throughout his legal carrier, Mr. Borrego has worked with several small law firms in the furtherance of Worker's and immigrant's rights and helping the disabled. His professional associations include: The California Applicants Attorney Association (1998-Present); member of the Sacramento Bar Association (2000-Present); and member of the Sacramento County Bar Worker's Compensation Section (2004-Present, Current Acting Board). He currently serves as Vice President of the La Raza Lawyers Association.
Mr. Borrego has been active in the Sacramento arts community throughout his education and legal carrier. As an avid dancer, he helped found the professional dance company, Raices de Mi Tierra in 1995; he has served on the Board of Law Raza Galeria Possada; and the Festival de la Familia Entertainment Committee. Mr. Borrego served as Chair of the Danzantes Unidos State Wide Committee and convention in 2001. Currently, he and his wife, Roxana, own and operate the Sacramento Cultural Art Center, a studio dedicated to the promotion of Latino Culture, Dance, and Art.

| Secretary: Alberto Roldan |
Mr. Roldan received a Bachelor of Arts in English and Political Science from Canisius College in Buffalo, N.Y. and a Juris Doctorate from the University of California, Davis King Hall School of Law.
Mr. Roldan was appointed Chief Administrative Law Judge and Chief Executive of Field Operations for the California Unemployment Insurance Appeals Board on January 1, 2009. Prior to that, in 2007 Mr. Roldan was appointed by Governor Schwarzenegger as Chief Deputy General Counsel to the California Department of Corrections and Rehabilitation. Before that, Mr. Roldan served on the Governor’s staff as a Deputy Appointments Secretary beginning in 2006.
Mr. Roldan served as a Deputy District Attorney for the Sacramento County District Attorney's Office from 1992 to 2006. He specialized in prosecuting vehicular manslaughters, prison crimes, officer-involved shootings, domestic violence, white collar crimes, career criminals and high technology crimes. |
Mr. Roldan has taught Trial Practice at the University of California, Davis King Hall School of Law as a Visiting Professor of Law since 2005. He previously taught in the Trial Practice program as an Adjunct Professor from 1995 to 2004. He has also been an Instructor for the California District Attorneys Association (1998-2006) and MTI Business College (1997-2006). He served in the U.S. Marine Corps and Marine Corps Reserve from 1984 to 1990.

Noel Calvillo is a deputy legislative counsel in the Office of Legislative Counsel. He joined the office in 2008, and practices in the areas of criminal law, insurance, food and agriculture, and horse racing.
Mr. Calvillo received his J.D. from the University of the Pacific, McGeorge School of Law. He earned his B.A. in Political Science from the University of California, Davis.
Mr. Calvillo formerly worked as a legislative consultant in the California Department of Social Services where he coordinated the department's recommendations to the Governor's staff on legislation related to children and family services. Mr. Calvillo has also served on the staffs of two Lieutenant Governors, a Governor, and a gubernatorial transition team.
Mr. Calvillo grew up in Corralitos, a community in Santa Cruz County, California, where he attended Aptos and Watsonville area schools. |
